unit_test: use Parallel test where possible 
Add `t.Parallel()` to unit tests whereever its possible without race.

Daniel J Walsh 898eea8fbe
Make PolicyMap and PullPolicy names align 
Currently it is impossible to switch from a PullPolicy type
and PolicyMap via strings.  This PR Makes the types align.

This is required to make passing of PullPolicy in podman-remote
to work.
