Freenode is no longer used, IRC has moved to
[libera.chat](https://libera.chat). There are also \[matrix\] options
now.

page of Buildah. Once this is approved, I will open

I misinterpreted the meaning of this setting. It's not the number of
different people that need to 'bors r+'. It's counting the number
of approvals in the github review mechanism.
