Kevin Ring d6ac229a83 Fix some bugs.
* Don't use an imagery level less than 0, cause when we cast that to an
  unsigned int it's all bad.
* Add missing geometric error for eastern hemisphere terrain tile.
* Don't reload tileset.json and do weird things when a tile has no
  content.
