Matthew Amato 47896df700 Ongoing KML work 
1. Add a simple Sandcastle example (similar to CZML), example files are temporary until we find better.
2. Make it easier to proxy KML data, since files usually involve non CORS external resources.
3. Add very basic, one-and-done support for KML Network Links.
