Flatten Get Snapshots Response (#74451)
This PR returns the get snapshots API to the 7.x format (and transport client behavior) and enhances it for requests that ask for multiple repositories.
The changes for requests that target multiple repositories are:
* Add `repository` field to `SnapshotInfo` and REST response
* Add `failures` map alongside `snapshots` list instead of returning just an exception response as done for single repo requests
* Pagination now works across repositories instead of being per repository for multi-repository requests

Add precommit task for detecting split packages (#73784)
Modularization of the JDK has been ongoing for several years. Recently
in Java 16 the JDK began enforcing module boundaries by default. While
Elasticsearch does not yet use the module system directly, there are
some side effects even for those projects not modularized (eg #73517).
Before we can even begin to think about how to modularize, we must
Prepare The Way by enforcing packages only exist in a single jar file,
since the module system does not allow packages to coexist in multiple
modules.

This commit adds a precommit check to the build which detects split
packages. The expectation is that we will add the existing split
packages to the ignore list so that any new classes will not exacerbate
the problem, and the work to cleanup these split packages can be
parallelized.

Remove internal build logic from public build tool plugins (#72470)
Extract usage of internal API from TestClustersPlugin and PluginBuildPlugin and related plugins and build logic

This includes a refactoring of ElasticsearchDistribution to handle types
better in a way we can differentiate between supported Elasticsearch
Distribution types supported in TestCkustersPlugin and types only supported
in internal plugins.

It also introduces a set of internal versions of public plugins.

As part of this we also generate the plugin descriptors now.

As a follow up on this we can actually move these public used classes into 
an extra project (declared as included build)

We keep LoggedExec and VersionProperties effectively public And workaround for RestTestBase

Remove the ability for plugins to add roles (#71527)
This commit removes the ability for plugins to add roles. Roles are
fairly tightly coupled with the behavior of the system (as evidenced by
the fact that some roles from the default distribution leaked behavior
into the OSS distribution). We previously had this plugin extension
point so that we could support a difference in the set of roles between
the OSS and default distributions. We no longer need to maintain that
differentiation, and can therefore remove this plugin extension
point. This was technical debt that we were willing to accept to allow
the default distribution to have additional roles, but now we no longer
need to be encumbered with that technical debt.

Fix isDedicatedVotingOnlyNode (#71358)
Today we incorrectly consider a data-containing voting-only node as a
dedicated voting-only node if it does not have the `data` role, because
we check specifically for the `data` role rather than using
`DiscoveryNodeRole::canContainData`. This means that such nodes don't
get involved with snapshots, but they should. This commit fixes that.

Move data tier roles to server (#71084)
This commit moves the data tier roles to server. It is no longer
necessary to separate these roles from server as we no longer build
distributions that would not contain these roles. Moving these roles
will simplify many things. This is deliberately the smallest possible
commit that moves these roles. Other aspects related to the data tiers
can move in separate, also small, commits.

Introduce Internal Test Artifact Plugin (#68766)
This reduces the ceremony declaring test artifacts for a project.
It also solves an issue with usage of deprecated testRuntime that
testArtifacts extendsFrom which seems not required at all and would have
broke with Gradle 7.0 anyhow

Test artifact resolution is now variant aware which allows us a more adequate 
compile and runtime classpath for the consuming projects.

We also Introduce a convention method in the elasticsearch build to declare 
test artifact dependencies in an easy way close to how its done by the gradle build in 
test fixture plugin.

Furthermore we cleaned up some inconsistent test dependencies declarations when 
relying on a project and on its test artifacts

This has been deprecated in gradle before but we havnt been warned.

Gradle 7.0 will likely introduce a change in behaviour here that we
should fix the usage of this configuration upfront.

Mark Vieira a92a647b9f Update sources with new SSPL+Elastic-2.0 license headers
As per the new licensing change for Elasticsearch and Kibana this commit
moves existing Apache 2.0 licensed source code to the new dual license
SSPL+Elastic license 2.0. In addition, existing x-pack code now uses
the new version 2.0 of the Elastic license. Full changes include:

 - Updating LICENSE and NOTICE files throughout the code base, as well
   as those packaged in our published artifacts
 - Update IDE integration to now use the new license header on newly
   created source files
 - Remove references to the "OSS" distribution from our documentation
 - Update build time verification checks to no longer allow Apache 2.0
   license header in Elasticsearch source code
 - Replace all existing Apache 2.0 license headers for non-xpack code
   with updated header (vendored code with Apache 2.0 headers obviously
   remains the same).
 - Replace all Elastic license 1.0 headers with new 2.0 header in xpack.

Remove basic feature checks from license state (#59814)
The XPackLicenseState is a utility to handle checking the currently
configured license level against the required license level of each
licensed feature. Originally all licensed features were paid features
and licenses always had a limited time scope. However, since the basic
license was introduced, all users have an unlimited time use of basic
features; there is no actual "basic license", rather it is the base case
for the default distribution. Therefore, the checks on basic features in
license state are no-ops because the current license always at least
allows basic features, and the basic license cannot be expired.

This commit removes all of the features from the license state marked as
BASIC or MISSING (a level lower than BASIC that also predates the basic
license and is no longer relevant). It also adds an assertion that no
basic license features can be added to the license state in the future.

Use Pooled Byte Arrays in BlobStoreRepository Serialization (#63461)
Many of the metadata blobs we handle in the changed spots can grow
up in size up to `O(1M)`. Not using recycled bytes when working with
them causes significant spikes in memory use for larger repositories.

Remove integTest task from PluginBuildPlugin (#61879)
This commit removes `integTest` task from all es-plugins.  
Most relevant projects have been converted to use yamlRestTest, javaRestTest, 
or internalClusterTest in prior PRs. 

A few projects needed to be adjusted to allow complete removal of this task
* x-pack/plugin - converted to use yamlRestTest and javaRestTest 
* plugins/repository-hdfs - kept the integTest task, but use `rest-test` plugin to define the task
* qa/die-with-dignity - convert to javaRestTest
* x-pack/qa/security-example-spi-extension - convert to javaRestTest
* multiple projects - remove the integTest.enabled = false (yay!)

Convert second 1/2 x-pack plugins from integTest to [yaml | java]RestTest or internalClusterTest (#61802)
For 1/2 the plugins in x-pack, the integTest
task is now a no-op and all of the tests are now executed via a test,
yamlRestTest, javaRestTest, or internalClusterTest.

This includes the following projects:
security, spatial, stack, transform, vecotrs, voting-only-node, and watcher.

A few of the more specialized qa projects within these plugins
have not been changed with this PR due to additional complexity which should
be addressed separately.

Do not access snapshot repo on dedicated voting-only master node (#61016)
Today a snapshot repository verification ensures that all master-eligible and data nodes have write access to the
snapshot repository (and can see each other's data) since taking a snapshot requires data nodes and the currently
elected master to write to the repository. However, a dedicated voting-only master-eligible node is not a data node and
will never be the elected master so we should not require it to have write access to the repository.

Add license feature usage api (#59342)
This commit adds a new api to track when gold+ features are used within
x-pack. The tracking is done internally whenever a feature is checked
against the current license. The output of the api is a list of each
used feature, which includes the name, license level, and last time it
was used. In addition to a unit test for the tracking, a rest test is
added which ensures starting up a default configured node does not
result in any features registering as used.

There are a couple features which currently do not work well with the
tracking, as they are checked in a manner that makes them look always
used. Those features will be fixed in followups, and in this PR they are
omitted from the feature usage output.

Split license allowed checks into two types (#58704)
The checks on the license state have a singular method, isAllowed, that
returns whether the given feature is allowed by the current license.
However, there are two classes of usages, one which intends to actually
use a feature, and another that intends to return in telemetry whether
the feature is allowed. When feature usage tracking is added, the latter
case should not count as a "usage", so this commit reworks the calls to
isAllowed into 2 methods, checkFeature, which will (eventually) both
check whether a feature is allowed, and keep track of the last usage
time, and isAllowed, which simply determines whether the feature is
allowed.

Note that I considered having a boolean flag on the current method, but
wanted the additional clarity that a different method name provides,
versus a boolean flag which is more easily copied without realizing what
the flag means since it is nameless in call sites.

Introduce node.roles setting (#54998)
Today we have individual settings for configuring node roles such as
node.data and node.master. Additionally, roles are pluggable and we have
used this to introduce roles such as node.ml and node.voting_only. As
the number of roles is growing, managing these becomes harder for the
user. For example, to create a master-only node, today a user has to
configure:
 - node.data: false
 - node.ingest: false
 - node.remote_cluster_client: false
 - node.ml: false

at a minimum if they are relying on defaults, but also add:
 - node.master: true
 - node.transform: false
 - node.voting_only: false

If they want to be explicit. This is also challenging in cases where a
user wants to have configure a coordinating-only node which requires
disabling all roles, a list which we are adding to, requiring the user
to keep checking whether a node has acquired any of these roles.

This commit addresses this by adding a list setting node.roles for which
a user has explicit control over the list of roles that a node has. If
the setting is configured, the node has exactly the roles in the list,
and not any additional roles. This means to configure a master-only
node, the setting is merely 'node.roles: [master]', and to configure a
coordinating-only node, the setting is merely: 'node.roles: []'.

With this change we deprecate the existing 'node.*' settings such as
'node.data'.

Convert remaining license methods to isAllowed (#55908)
This commit converts the remaining isXXXAllowed methods to instead of
use isAllowed with a Feature value. There are a couple other methods
that are static, as well as some licensed features that check the
license directly, but those will be dealt with in other followups.

Add RepositoriesService to createComponents() args (#54814)
Today we pass the `RepositoriesService` to the searchable snapshots plugin
during the initialization of the `RepositoryModule`, forcing the plugin to be a
`RepositoryPlugin` even though it does not implement any repositories.

After discussion we decided it best for now to pass this in via
`Plugin#createComponents` instead, pending some future work in which plugins
can depend on services more dynamically.

Rename MetaData to Metadata in all of the places (#54519)
This is a simple naming change PR, to fix the fact that "metadata" is a
single English word, and for too long we have not followed general
naming conventions for it. We are also not consistent about it, for
example, METADATA instead of META_DATA if we were trying to be
consistent with MetaData (although METADATA is correct when considered
in the context of "metadata"). This was a simple find and replace across
the code base, only taking a few minutes to fix this naming issue
forever.

Single instance of the IndexNameExpressionResolver (#52596)
This commit modifies the codebase so that our production code uses a
single instance of the IndexNameExpressionResolver class. This change
is being made in preparation for allowing name expression resolution
to be augmented by a plugin.

In order to remove some instances of IndexNameExpressionResolver, the
single instance is added as a parameter of Plugin#createComponents and
PersistentTaskPlugin#getPersistentTasksExecutor.

Remove eclipse conditionals (#44075)
* Remove eclipse conditionals

We used to have some meta projects with a `-test` prefix because
historically eclipse could not distinguish between test and main
source-sets and could only use a single classpath.
This is no longer the case for the past few Eclipse versions.

This PR adds the necessary configuration to correctly categorize source
folders and libraries.
With this change eclipse can import projects, and the visibility rules
are correct e.x. auto compete doesn't offer classes from test code or
`testCompile` dependencies when editing classes in `main`.

Unfortunately the cyclic dependency detection in Eclipse doesn't seem to
take the difference between test and non test source sets into account,
but since we are checking this in Gradle anyhow, it's safe to set to
`warning` in the settings. Unfortunately there is no setting to ignore
it.

This might cause problems when building since Eclipse will probably not
know the right order to build things in so more wirk might be necesarry.

Close nodes properly in Coordinator tests (#44967)
Today closing a `ClusterNode` in an `AbstractCoordinatorTestCase` uses
`onNode()` so has no effect if the node is not in the current list of nodes.
It also discards the `Runnable` it creates without having run it, so has no
effect anyway.

This commit makes these tests much stricter about properly closing the nodes
started during `Coordinator` tests, by tracking the persisted states that are
opened, and adds an assertion to catch the trappy requirement that the closing
node still belongs to the cluster.

Publish to self through transport (#43994)
This commit ensures that cluster state publications to self also go through the transport layer. This
allows voting-only nodes to intercept the publication to self.

Fixes an issue discovered by a test failure where a voting-only node, which was the only
bootstrapped node, would not step down as master after state transfer because publishing to self
would succeed.

Remove non task-aware version of master and node operations (#43563)
TransportNodeAction and TransportMasterNodeAction contains two
variations of their abstract operation methods: one taking a Task and
one that does not. This commit removes the variant that does not take a
Task, eliminating the need to override that method and throw an
unsupported operation exception in those cases when the task is
required.

Add voting-only master node (#43410)
A voting-only master-eligible node is a node that can participate in master elections but will not act
as a master in the cluster. In particular, a voting-only node can help elect another master-eligible
node as master, and can serve as a tiebreaker in elections. High availability (HA) clusters require at
least three master-eligible nodes, so that if one of the three nodes is down, then the remaining two
can still elect a master amongst them-selves. This only requires one of the two remaining nodes to
have the capability to act as master, but both need to have voting powers. This means that one of
the three master-eligible nodes can be made as voting-only. If this voting-only node is a dedicated
master, a less powerful machine or a smaller heap-size can be chosen for this node. Alternatively, a
voting-only non-dedicated master node can play the role of the third master-eligible node, which
allows running an HA cluster with only two dedicated master nodes.
