Enables frozen string for the following:

* lib/gitlab/ci/build/**/*.rb
* lib/gitlab/ci/config/**/*.rb
* lib/gitlab/ci/pipeline/**/*.rb
* lib/gitlab/ci/reports/**/*.rb

Partially addresses #47424.
