Grafana would forward the X-Grafana-User header to backend plugin request when
dataproxy.send_user_header is enabled. In addition, X-Grafana-User will be automatically
forwarded in outgoing HTTP requests for core/builtin HTTP datasources.
Use grafana-plugin-sdk-go v0.147.0.

Move QueryData method into backend plugin manager which HandleRequest uses to
query data from plugin SDK supported data sources. This allowed us to remove a lot
of code no longer needed.

This pull request migrates testdata to coreplugin streaming capabilities,
this is mostly a working concept of streaming plugins at the moment,
the work will continue in the following pull requests.
Converts the core testdata data source to use the SDK contracts and by that
implementing a backend plugin in core Grafana in similar manner as an external one.

Refactor to allow shared contract between core and external backend plugins
allowing core backend data sources in Grafana to be implemented in same
way as an external backend plugin.
Use v0.67.0 of sdk.
Add tests for verifying plugin is restarted when process is killed.
