This is the initial documentation for KIP-932 preview in AK 4.1. The aim
is to get very minimal docs in before the cutoff. Longer term, more
comprehensive documentation will be provided for AK 4.2.
The PR includes:
* Generation of group-level configuration documentation
* Add link to KafkaShareConsumer to API docs
* Add a summary of share group rational to design docs
* Add basic operations information for share groups to ops docs
* Add upgrade note describing arrival of KIP-932 preview in 4.1

Some users complained they don't have a way to determine if there is something wrong in the RSM plug-in they implemented, or there's something wrong in Kafka itself. Also, if there are users who just want to try the tiered storage feature out before implementing anything, it would be good we have an RSM implementation by default.
Per the discussion in the KIP, there will be no default RSM implementation in Kafka, but we can use the LocalTieredStorage implemented for integration test, to resolve the issues above.

This PR aims to improve the user experience for viewing metrics:
- Add href links to the `Monitoring` section of the Table of Contents so users do not need to scroll or Ctrl/Cmd-F to find specific metric details (Monitoring section has grown large as more component & metrics are added)

1. Add the archetype project for the quickstart. Steps to try it out:
a. `mvn install` on the quickstart directory.
b. `mvn archetype:generate \

c. build the streams jar with version `1.0.0-SNAPSHOT` to local maven repository with `./gradlew installAll`; `cd streams-quickstart; mvn clean package`
d. create the input / output topics, start the console producer and consumer.
e. start the program: `mvn exec:java -Dexec.mainClass=StreamsQuickstart.Pipe/LineSplit/WordCount`.
f. type data on console producer and observe data on console consumer.
