Enable the V extension in the OS-Zoo CI job 

and also fix the unintentional omission of the ZBA extension,
since the first word in the OPENSSL_riscvcap environment variable
is ignored, because it is assumed to be the processor base
architecture, e.g. something like RV64GC.
