Richard Levitte e9bc570674 Make 'with_fallback' use 'use' instead of 'require' 
This enables us to require module versions, and to fall back to a
bundled version if the system version is too low.

Richard Levitte cb6afcd6ee Consolidate the locations where we have our internal perl modules 
Instead of having perl modules under test/testlib, util and util/perl,
consolidate them all to be inside util/perl.
