IO::Socket::IP is an optionally used package in our perl scripts, and a
recent change of mine used it unilaterally, causing breakage on older
perl installations.  Fix it up to use it optionally again, falling back
to IO::Socket::INET when needed.

Neil Horman 81d286edd1 Fix use of IO::Socket::IP on windows 2025
Apparently IO::Socket::IP has several odd behaviors on windows 2025,
notably indicating that AF_INET6 isn't a supported family when it
clearly is.

Follow the pattern in determinig the haveIPV6 variable in Proxy.pm, and
record if we determine IPv6 availablity with the IP class or the INET6
class and use the same method when testing port binding

Its occuring because we randomly select a port to use for our client
connection in the sslrecords test.  Thats usually fine, but sometimes,
we get unlucky and pick a port thats already in use.  This presents as
random failures in our CI on this test.

So lets try harden ourselves against it.  When creating the client
connection, test the randomly selected port by trying to bind to it via
a call to IO::Socket::IP->new(). If that fails, try a different port
number, until we get one that works.  If it works, use that port in the
assignment for the clients local port value.

Viktor Dukhovni 1d4260c1a9 Split arguments taking quotes into account
CA.pl supports interpolating multiple arguments into the executed
commands.  Previously these were evaluated by a shell, which supported
quoting of values that contain whitespace, backslashes, ...

With a shell no longer used (avoid command injection), backwards
compatibility requires some similar functionality.  The code now handles
double and single-quoted strings (shell-style word splitting), but not
parameter expansion ($foo remains unexpanded) or command substitution
(`cmd` and $(cmd) remain unexpanded).

On Windows system(@LIST) does not correctly preserve argv, do our
own quoting instead and use system(<$quoted_cmd>).

Kai Pastor 70e1f14f8c Fix buildinf.h generation for space and backslash
Builds may be configured with CC or CFLAGS containing space and
double quotes. In particular on Windows, this may lead to passing
more than two arguments into mkbuildinf.pl.
In addition, backslashes must be escaped for constructing the C string.

Alexandr Nedvedicky a1828c116b die() in .tmpl file should not be silently ignored.
call to die() in perl templates is currently ignored.
any error printed by die() commad appears in template
output.

In order to make sure die() terminates processing we
must ensure we emite `undef` value. This is ensured
by adding a `BROKEN` callback to `fill_in()` Template
method. The callback must return undef to stop processing.

`wc` does not output a file name if the input is stdin.

`awk` reads its file argument; there's no need for `cat`.

`sort -u` outputs unique lines. It should be supported on all platforms,

Richard Levitte 9dfe389571 fix: util/check-format-commit.sh to handle one-line diff hunks
For multi-line hunks, 'git diff -U0' outputs a pair of START,COUNT
indicators to show where the hunk starts and ends.  However, if the hunk is
just one line, only START is output, with the COUNT of 1 being implied.
Typically, this happens for copyright change hunks, like this:

Neil Horman e16b38c47f Convert check-format-commits.sh to use allowlist
Initially check-format-commits.sh tried to check everything, using a
banlist to exlude files not appropriate for checking.

Its becoming clear that that approach isn't workable, given that the
number of files that we should not check far outweighs the number of
files that we should check.

Ideally we should be checking .c files, .h files and their .in
counterparts, everything else should be excluded (at least for now)

convert the script to using an allowlist, only checking the above list,
and ignoring everything else

Richard Levitte 16a64b0c7e OpenSSL::Test: Avoid running IPv6 related tests if IPv6 was explicitly disabled
It's possible to disable IPv6  explicitly when configuring OpenSSL.  In that
case, IPv6 related tests should be skipped.

This is solved by having OpenSSL::Test::Utils::have_IPv6() check configuration
first, before trying to determine if the machine supports IPv6.

Matt Caswell 301b870546 Add a test for an empty NextProto message
It is valid according to the spec for a NextProto message to have no
protocols listed in it. The OpenSSL implementation however does not allow
us to create such a message. In order to check that we work as expected
when communicating with a client that does generate such messages we have
to use a TLSProxy test.

slontis 786d03930c Make the generated params_idx.c file deterministic if run multiple
times.

Fixes #23672

There are many name/value pairs currently that have duplicate names e.g.

    'CAPABILITY_TLS_GROUP_MAX_TLS' =>           "tls-max-tls",
    'CAPABILITY_TLS_SIGALG_MAX_TLS' =>          "tls-max-tls",

Stripping the .pm file down to just the above entries and running
multiple times gives different results for the produce_decoder.

On multiple runs any iterations over the unordered hash table keys using
foreach my $name (keys %params) results in a different order on multiple
runs. Because of this the mapping from the hash 'value' back to the
'key' will be different.

Note that the code also uses another mechanism in places that uses
"name1" => "value"
"name2" => "*name1"
Rather than fix all the strings the change done was to sort the keys. If
we were to chose to fix the strings then the perl code should be changed
to detect duplicates.

Neil Horman 28932ab1ac Fix quicserver binding when duplicate entries exist
In testing the quic demos, I found that the quicserver refused to start for me,
indicating an inability to bind a socket to listen on

The problem turned out to be that getaddrinfo on my system was returning
multiple entries, due to the fact that /etc/host maps the localhost host name to
both ipv4 (127.0.0.1) and ipv6 (::1), but returns the latter as an ipv4 mapped
address (specifying family == AF_INET)

It seems like the proper fix would be to modify the /etc/hosts file to not make
that mapping, and indeed that works.  However, since several distribution ship
with this setup, it seems like it is worthwhile to manage it in the server code.

its also that some other application may be bound to a given address/port
leading to failure, which I think could be considered erroneous, as any failure
for the full addrinfo list in quicserver would lead to a complete failure

Fix this by modifying the create_dgram_bio function to count the number of
sockets is successfully binds/listens on, skipping any failures, and only exit
the application if the number of bound sockets is zero.

Pauli fffa78c2fd fips selftest: avoid relying on a real RNG for self tests
