Pauli 940f528dfe ciphers: add security strength category information to provided ciphers 
Some of the values for legacy ciphers might seem weird since they are one
rather than the more expected zero:

* IDEA
* SEED

Both meet the 128 bit strength requirement for category 1.

Weiguo Li 3d27ac8d92 Add define guards to avoid multi-inclusion 
This header files are included by multiple other headers.
It's better to add define guards to prevent multi-inclusion.
Adhere to the coding style, all preprocessor directives inside
the guards gain a space.

Dr. Matthias St. Pierre 363b1e5dae Make the naming scheme for dispatched functions more consistent 
The new naming scheme consistently usese the `OSSL_FUNC_` prefix for all
functions which are dispatched between the core and providers.

This change includes in particular all up- and downcalls, i.e., the
dispatched functions passed from core to provider and vice versa.

- OSSL_core_  -> OSSL_FUNC_core_
- OSSL_provider_ -> OSSL_FUNC_core_

For operations and their function dispatch tables, the following convention
is used:

  function id          | OSSL_FUNC_FOO_FUNCTION_NAME       |

Richard Levitte 68a51d59a2 Move providers/common/{ciphers,digests}/* to providers/implementations 
The idea to have all these things in providers/common was viable as
long as the implementations was spread around their main providers.
This is, however, no longer the case, so we move the common blocks
closer to the source that use them.
