Ismo Puustinen 1d7df236dc GH367: Fix dsa keygen for too-short seed 
If the seed value for dsa key generation is too short (< qsize),
return an error. Also update the documentation.

Richard Levitte 6859cf7459 It makes more sense to refer to specific function manuals than the concept 
manual when the specific function is refered to in the current manual text.
This correction was originally introduced in OpenBSD's tracking of OpenSSL.

New function BN_pseudo_rand().
Use BN_prime_checks_size(BN_num_bits(w)) rounds of Miller-Rabin when
generating DSA primes (why not use BN_is_prime()?)
