After December 31, 2023, SP 800-131Ar2 [0] no longer allows PKCS#1 v1.5
padding for RSA "key-transport" (aka encryption and decryption).
There's a few good options to replace this usage in the RSA PCT, but
the simplest is verifying m = (m^e)^d mod n, (where 1 < m < (n − 1)).
This is specified in SP 800-56Br2 (Section 6.4.1.1) [1] and allowed by
FIPS 140-3 IG 10.3.A. In OpenSSL, this corresponds to RSA_NO_PADDING.

Indicates ECDSA requires a sign and verify test.
Note 11 states that HashEdDSA is not required to be tested if PureEdDSA is tested.
Note 12 indicates that both ED25519 and X448 need to be tested.
Since ED uses the oneshot interface, additional API's needed to be exposed to the
FIPS provider using #ifdef FIPS_MODULE.
Changed ED25518 and ED448 to use fips=true in the FIPS provider.
Updated documentation for provider lists for EDDSA.

In FIPS 140-3, RSA Signing with X9.31 padding is not approved,
but verification is allowed for legacy purposes. An indicator has been added
for RSA signing with X9.31 padding.
A strict restriction on the size of the RSA modulus has been added
i.e. It must be 1024 + 256 * s (which is part of the ANSI X9.31 spec).

According to FIPS 140-3 IG 10.3.A Additonal Comment 1, a PCT shall be
performed consistent with the intended use of the keys.
This commit implements PCT for EDDSA via performing sign and verify
operations after key generated.
Also use the same pairwise test logic in EVP_PKEY_keygen and
EVP_PKEY_pairwise_check for EDDSA in FIPS_MODULE.
Add OSSL_SELF_TEST_DESC_PCT_EDDSA to OSSL_PROVIDER-FIPS page.

Ed25519 and Ed448 are included in the FIPS 140-3 provider for
compatibility purposes but are flagged as "fips=no" to prevent their accidental

This is a request from the lab that changes the AES_GCM test back to perform both a encrypt and
decrypt. (This makes no logical sense since this is not an inverse cipher).
I have left the AES_ECB decrypt test in (although it may not be needed)
since it is actually testing the inverse cipher case.

Compliance with IG 9.4 requires that an inverse cipher function be
tested if one is implemented. Just running AES_GCM encrypt/decrypt does not meet this
requirement (Since only ECB, CBC, XTS, KW, KWP support the inverse
function during decryption mode).
Added a mode to the cipher test so that the AES_GCM only does an encrypt
and AES_ECB only does a decrypt. TDES still does both.

The X942 KDF had been modified so that it supports all optional fields - not
just the fields used by CMS.
As there are 2 types of KDF for X942 - this has been made a bit clearer
by adding an X942KDF-ASN1 alias. X942KDF-CONCAT has also been added as an
alias of X963KDF.
This work was instigated as a result of the ACVP tests optionally being
able to use keybits for the supp_pubinfo field.
Setting the parameter OSSL_KDF_PARAM_X942_USE_KEYBITS to 0 allows this
to be disabled.

SP800-56Br2 requires support for the RSA primitives for RSASVE generate and recover.
As these are simple KEM operations another operation type has been added that can support future extensions.
Added public functions EVP_PKEY_encapsulate_init(), EVP_PKEY_encapsulate(), EVP_PKEY_decapsulate_init() and EVP_PKEY_decapsulate()
Added EVP_KEM_* functions.
Added OSSL_FUNC_kem_* dispatch functions
Added EVP_PKEY_CTX_set_kem_op() so that different types of KEM can be added in the future. This value must currently be set to
"RSASVE" after EVP_PKEY_encapsulate_init() & EVP_PKEY_decapsulate_init() as there is no default value.
This allows the existing RSA key types, keymanagers, and encoders to be used with the encapsulation operations.
The design of the public API's resulted from contributions from @romen & @levitte.

SP800-56br2 requires seperate KAT's (fips self tests) to be tested for both encryption and decryption
using the RSA primitive (i.e. no padding). This is specified in FIPS140-2 IG D.9
A copy of the methods EVP_PKEY_encrypt_init(), EVP_PKEY_encrypt(), EVP_PKEY_decrypt_init(), EVP_PKEY_decrypt()
are now in the fips module.
Removed the #ifdef FIPS_MODULE in evp_pkey_ctx_free_old_ops().
