Dmitry Belyavskiy cc750a9a81 Check that IV length is not less than zero
As EVP_CIPHER_CTX_get_iv_length indicates failure with -1, this error
should be processed. Also the result of this function shouldn't be
assigned to an unsigned variable.

Tomas Mraz ed576acdf5 Rename all getters to use get/get0 in name
For functions that exist in 1.1.1 provide a simple aliases via #define.

Fixes #15236

Functions with OSSL_DECODER_, OSSL_ENCODER_, OSSL_STORE_LOADER_,
EVP_KEYEXCH_, EVP_KEM_, EVP_ASYM_CIPHER_, EVP_SIGNATURE_,
EVP_KEYMGMT_, EVP_RAND_, EVP_MAC_, EVP_KDF_, EVP_PKEY_,
EVP_MD_, and EVP_CIPHER_ prefixes are renamed.

Matt Caswell a3a54179b6 Only enable KTLS if it is explicitly configured
It has always been the case that KTLS is not compiled by default. However
if it is compiled then it was automatically used unless specifically
configured not to. This is problematic because it avoids any crypto
implementations from providers. A user who configures all crypto to use
the FIPS provider may unexpectedly find that TLS related crypto is actually
being performed outside of the FIPS boundary.

Instead we change KTLS so that it is disabled by default.

We also swap to using a single "option" (i.e. SSL_OP_ENABLE_KTLS) rather
than two separate "modes", (i.e. SSL_MODE_NO_KTLS_RX and
SSL_MODE_NO_KTLS_TX).

Vadim Fedorenko 3aa7212e0a ktls: Initial support for ChaCha20-Poly1305

Tomas Mraz 0d83b7b903 Rename EVP_CIPHER_CTX_get_iv and EVP_CIPHER_CTX_get_iv_state for clarity
To clarify the purpose of these two calls rename them to
EVP_CIPHER_CTX_get_original_iv and EVP_CIPHER_CTX_get_updated_iv.

Also rename the OSSL_CIPHER_PARAM_IV_STATE to OSSL_CIPHER_PARAM_UPDATED_IV
to better align with the function name.

John Baldwin c7b46b549d Move KTLS inline functions only used by libssl into ssl/ktls.c.
These functions are a bit large to inline and are not usable outside
of libssl.
