Pauli f9e504e8b1 property: Move global default properties to the library context.
Fixes a problem where global properties don't work with a NULL query.
Specifying an algorithm with a NULL query ignores the default properties.

Richard Levitte acb90ba8ff EVP: Downgrade keys rather than upgrade
Upgrading EVP_PKEYs from containing legacy keys to containing provider
side keys proved to be risky, with a number of unpleasant corner
cases, and with functions like EVP_PKEY_get0_DSA() failing
unexpectedly.

We therefore change course, and instead of upgrading legacy internal
keys to provider side internal keys, we downgrade provider side
internal keys to legacy ones.  To be able to do this, we add
|import_from| and make it a callback function designed for
evp_keymgmt_export().

This means that evp_pkey_upgrade_to_provider() is replaced with
evp_pkey_downgrade().

EVP_PKEY_copy_parameters() is the most deeply affected function of
this change.

Richard Levitte 0cd1b144f9 util/mkerr.pl: make it not depend on the function code
The output C code was made to use ERR_func_error_string() to see if a
string table was already loaded or not.  Since this function returns
NULL always, this check became useless.

Change it to use ERR_reason_error_string() instead, as there's no
reason to believe we will get rid of reason strings, ever.

To top it off, we rebuild all affected C sources.

Richard Levitte 3ca9d210c9 Refactor how KEYMGMT methods get associated with other methods
KEYMGMT methods were attached to other methods after those were fully
created and registered, thereby creating a potential data race, if two
threads tried to create the exact same method at the same time.

Instead of this, we change the method creating function to take an
extra data parameter, passed all the way from the public fetching
function.  In the case of EVP_KEYEXCH, we pass all the necessary data
that evp_keyexch_from_dispatch() needs to be able to fetch the
appropriate KEYMGMT method on the fly.

Matt Caswell 792cb4ee8d Ensure that rc5 doesn't try to use a key longer than 2040 bits
The maximum key length for rc5 is 2040 bits so we should not attempt to
use keys longer than this.

Issue found by OSS-Fuzz and Guido Vranken.

Richard Levitte cb92964563 EVP_set_default_properties(): New function to set global properties
EVP_MD_fetch() can be given a property query string.  However, there
are cases when it won't, for example in implicit fetches.  Therefore,
we also need a way to set a global property query string to be used in
all subsequent fetches.  This also applies to all future algorithm
fetching functions.

Pauli 5516c19b03 AES-XTS block limit.
Limit the number of AES blocks in a data unit to 2^20 or less.
This corresponds to the mandates in IEEE Std 1619-2018 and NIST SP 800-38E.

Note: that this is a change from IEEE Std 1619-2007 which only recommended
this limit.

Richard Levitte 5e55159b3a Add generic EVP_PKEY_METHOD for EVP_MACs
The MAC EVP_PKEY implementations are currently implemented for each
MAC.  However, with the EVP_MAC API, only one such implementation is
needed.

This implementation takes into account the differences between HMAC
and CMAC implementations, and observes that all other current MAC
implementations seem to follow the HMAC model.

Richard Levitte 567db2c17d Add EVP_MAC API
We currently implement EVP MAC methods as EVP_PKEY methods.  This
change creates a separate EVP API for MACs, to replace the current
EVP_PKEY ones.

A note about this EVP API and how it interfaces with underlying MAC
implementations:

Other EVP APIs pass the EVP API context down to implementations, and
it can be observed that the implementations use the pointer to their
own private data almost exclusively.  The EVP_MAC API deviates from
that pattern by passing the pointer to the implementation's private
data directly, and thereby deny the implementations access to the
EVP_MAC context structure.  This change is made to provide a clearer
separation between the EVP library itself and the implementations of
its supported algorithm classes.

Pauli d6b345708f Limit the number of AES-GCM keys allowed in TLS. A new error is raised if this
limit is ever reached.

This is a FIPS 140-2 requirement from IG A.5 "Key/IV Pair Uniqueness
Requirements from SP 800-38D".

Matt Caswell 0d124b0a51 Add support getting raw private/public keys
Only applies to algorithms that support it. Both raw private and public
keys can be obtained for X25519, Ed25519, X448, Ed448. Raw private keys
only can be obtained for HMAC, Poly1305 and SipHash

Richard Levitte 3bf0c3fe31 Have EVP_PKEY_asn1_find_str() work more like EVP_PKEY_asn1_find()
EVP_PKEY_asn1_find_str() would search through standard asn1 methods
first, then those added by the application, which EVP_PKEY_asn1_find()
worked the other way around.  Also, EVP_PKEY_asn1_find_str() didn't
handle aliases.

This change brings EVP_PKEY_asn1_find_str() closer to EVP_PKEY_asn1_find().

Paul Yang 2aee35d37d Support key check in EVP interface
A new method is added to EVP_PKEY_METH as:

    int (*check) (EVP_PKEY_CTX *ctx);

and to EVP_PKEY_ASN1_METHOD as:

    int (*pkey_check) (EVP_PKEY_CTX *ctx);

This is used to check the validity of a specific key.

The order of calls is:
EVP_PKEY_check -> pmeth.check -> ameth.pkey_check.
