call to die() in perl templates is currently ignored.
any error printed by die() commad appears in template
output.
In order to make sure die() terminates processing we
must ensure we emite `undef` value. This is ensured
by adding a `BROKEN` callback to `fill_in()` Template
method. The callback must return undef to stop processing.

quotify1() and quotify_l() were in OpenSSL::Template, but should be
more widely usable.
configdata.pm.in's out_item() is also more widely useful and is
therefore moved to OpenSSL::Util as well, and renamed to dump_data().

We make a module OpenSSL::Template from the central parts of
util/dofile.pl, and also reduce the amount of ugly code with more
proper use of Text::Template. OpenSSL::Template is a simply subclass
of Text::Template.
