Add starters for Micrometer Metrics
...
This commit adds spring-boot-starter-micrometer-metrics and
spring-boot-starter-micrometer-metrics-test.
It also uses the new starters in smoke tests and in other starters,
which depended on spring-boot-micrometer-metrics.
