Phillip Webb 5f49d4a8d7 Rename @ConfigurationPropertiesImport 
Rename `@ConfigurationPropertiesImport` to
`@ImportAsConfigurationPropertiesBean` and also refine the registrar
so that it can be used with type directly annotated with
`@ConfigurationProperties`.

Closes gh-23172
