Improve JNDI detection logic

Update JndiLocatorDelegate.isDefaultJndiEnvironmentAvailable() to
call `getEnvironment()` on the `InitialContext` in order to actually
trigger a NamingException if JNDI is not available.

Issue: SPR-12223
