refactoring: moved parser instancation into NormalModuleFactory
...
breaking change: compiler.parser must no longer be used. Use this instead:
``` js
compiler.plugin("compilation", function(compilation, params) {
params.normalModuleFactory.plugin("parser", function(parser, parserOptions) {
parser.plugin(/* ... */);
});
});
```
